Customers not receiving cashback: service centre redirecting to different contact numbers

Hi, I had signed up for PayPal account after being sold on the "cashback" feature for my customers. I have put banner on my website as per instructions from the sales guy at Paypal. But customers are complaining that they are not receiving cashback. I tried reaching out to the customer service centre and they redirected me to a different number rather than connecting the call themselves. Then, at the new number, they said we are the "finance" team and you have to raise a ticket on PayPal.com/mts. But I am unable to do anything on that link. It keeps redirecting me to my login page and then to my account. What should I do now other than deactivating my account?
