Customer receives TAX but: Selling Tool- Sales Tax- Netherlands 21% No

On my website is a Pay Now button.

Customer sees amount , press the button an goes the the Paypal paysite where he/she can pay with the amount given. THis amount included tax already.

The amount on  Pay Pal adds TAX again ! But my settings :  Selling Tool - Sales TaX -  Netherlands 21% No Active

 

So for me the Selling Tool means no taxes for transactions in the Netherlands.

 

Is this a bug or misunderstanding. Do I have to delete the complete rule? Or has this no connection for Pay Now buttons?Pay-now1.png

Go into the tax rule and deactivate. Or is VAT PayPal is charging? Or check the Use Tax Rate field in Step 1 of the button settings itself. (Classic button settings, not smart buttons)
