While using PayPal, for example the Create An Invoice function, I have been blocked by a message "Cloudflare - 403 Forbidden" which froze my access to PayPal. I have had to close the tab and re-open PayPal, even to be able to logoff. Has anyone else experienced this problem?

I have now resolved the problem. It did come from my ISP and was - I believe though my ISP did not confirm - caused by unstable broadband connections in the middle of transactions. I have resolved it by replacing the modem provided by my ISP (in my case BT) with an alternative modem which has removed the instability and the Cloudflare 403s.
