Charged twice for shipping

It appears I'm being charged twice for shipping on items sold on eBay. This has now happened twice. The shipping cost when sold was $7.50. I printed the shipping label through eBay and then was charged the $7.50 by PayPal for eBay, but when deducting the fee and shipping I'm short another $7.50. Can someone explain why or is it an error on either eBay or Paypal?
