Can you create an estimate without doing an invoice?

I'm trying to send a customer an estimate for a job but I can't find that option on the app

There is a business app and a personal app for PayPal. Try the business one. Otherwise, log on with your smartphone browser to the PayPal website and send an invoice that way or use a laptop or desktop browser.

There are instructions saying to select "Create Estimate" from the drop-down under "Create", but that option does not exist for me. I am trying from the full desktop site and having no luck, and there seems to be even less options available from the iPhone app.
