Can't send money abroad

Hi!
I've been using PayPal for a couple months now, but have continuously encountered a problem when sending money abroad. This does not concern conversion, because the result is the same even if I try to send USD. I get the error message of 'this transaction has been denied by the card issuer'. I don't even use my card, I use my bank. My mother, who shares my bank, has not encountered this issue when sending money internationally. I don't believe it is an issue with the bank because of this.
Because I can't send money, I have to go through a three way payment with my friend. I send him the money, and he sends it to the person I'm trying to pay. It works, but I don't want to have to rely on him each time I want to send a payment. If anyone can help me with this issue, I'd be really thankful!
