Can't create buttons

I am unable to create buttons using the usual screen - page won't connect/load the simple form to fill out. Any suggestions? TIA

I'm still having this problem.  Started about two weeks ago when the pop up for cookies appeared.  I've called twice this past week and so far, no help.

I can see my buttons, but they won't open so I can't edit, update.  It's like looking at a screenshot of the page.
