Being charged 'international transaction fees' by my bank when I use my CC and pay in AUD

I am also going to ask my bank about this but thought I would start with PayPal community
I usually use my CC to pay when using PayPal. Recently I made some purchases in my local currency (AUD) but was charged an international transaction fee as the bank says PayPal is an 'internet only' merchant and the transactions its putting through to my Visa CC are being processed offshore.
Has anyone else experienced this?
Looking back on previous transactions I can see its happened before. I thought this would only happen if I transacted with an overseas company directly.
If my bank is going to slug me an extra fee every time I use my CC via PayPal I think I'll stop using it.
Probably not PayPal's fault but how can I use PayPal and avoid the fee if they categorise PayPal as always being an offshore merchant?
