Are we no longer able to buy shipping from incoming payments?

I received a payment goods and services. When I go to activity and click on the transaction in question I do not have the option to purchase shipping... not sure if I'm doing something wrong or this has to do with the PayPal cash change

You should be able to purchase shipping as follows.

Here's how to use PayPal Shipping:

1. Log in to your PayPal account.
2. Click Activity near the top of the page.
3. Find the relevant transaction and click Print shipping label.
4. Choose a shipping carrier and click Continue.
5. Review the "Ship from" and "Ship to" addresses on the "Create Your Shipping Label" page and edit, if necessary.
6. Enter the required information under "Shipment Information" and "Shipment Options" and click Continue.
7. Review your information for accuracy and click Pay and Continue.
8. Click Print Label that appears in a separate pop up window.

After you print the label, you'll see "Label Completed." From here, you can choose these options:

• Create multiple labels for the order.
• Reprint or cancel the label.
• Return to your PayPal Account Overview page.

Here's how to use PayPal if you receive a payment for an eBay item and the customer didn't pay with PayPal:

1. Log in to your eBay account.
2. Click My eBay.
3. Click Sold under "Sell" to display all the items you've recently sold.
4. Click Print Label under "Actions" beside the item you sold.

 There are some issues with Windows 7, where the PayPal Shipping Tools cannot be used.
