Account blocked and funds held for more than 180 days

At the start of Covid i saw an opportunity to create an online store. Very early on someone made a dispute - which was ruled in my favour but regardless my account was terminated and blocked - and I was told the money would be held for 180 days. I stopped the business completely as I had already paid to fulfill orders but now could not access the money that was paid.

 

Fast forward to now - 7 months later I am still unable to get the money and have no idea how to speak to a human at Paypal to hear what needs to be done. Can anyone please assist?
