Uploading logo to invoice template

I am trying to upate the logo on the invoice template with no success and the old logo has disappeared.

The image is jpg file and the size of the new logo is 259x76 and only 128kb which seems to appear to fall within the requirement but it just keps asking me to update.

I am I missing something simple? Any ideas?

It is very inconvenient. Paypal should have provided a solution by now.
