How to handle CUSTOMS fees/payments

Dear Members,
I want you to inform me policy of PayPal in case if of cross border order a buyer denies paying Customs fees at time of delivery and then order is confiscated buy customs.

And Buyer open non delivery case, An I bound to refund him?
