Cannot add tracking information to an order

I am trying to add USPS tracking information to an order and when I do, the following error shows up.

I assume it has something to do with the shipment already being received yesterday?  This error is frustrating so any help would be greatly appreciated.

Below is the page I enter the shipping information into which is then leading to the error.  Tracking ID is copied directly from USPS.

Does PayPal or anyone else use these forums?  Seems like a lot of questions like this go unanswered.  I'm not a big fan of pounding sand.  I feel like I should just remove PayPal from my site.  This is really odd that a simple question like this can't be answered by someone who would have the access to see that this page is throwing an error.
