Visa Predpaid card wont work?

Every time i try to add my visa prepaid card to paypal it says

Your credit or debit card has not been added since your card issuer does not allow checking the card's billing address. Please enter a different card number. If you have further questions, please contact the business that issued your card

what do i do

I had that problem before and it's because I activated the card, but did not put any funds on it yet.  Perhaps this is your situation as well?
