Verification Charge Refund After Removing a Card?

If you remove a card from your account while verification is in progress, is the money not refunded? I had an item I needed to pay for immediately, and when I added my card it made the $1.95 charge for verification. Through a mix of me being tired and a bit stupid, I ended up having a second code sent, charging the other $1.95. I'm using a prepaid Visa gift card, so the statement is online and I had hoped it would be instant. I did see a charge, but there was no four-digit code either time.

 

Since I had to pay right away, I removed the card from my account, and my stepson allowed me to add it to his and pay from there. Oddly enough, there was no verification charge process on his account - it just worked. That's good news, but the two $1.95 holds from PayPal's verification are still on the card. Does anyone know if these will eventually be refunded?
