Question about foreign currencies and credit cards

Sorry ahead of time if this is in the wrong forum.

If I wanted to make a purchase in euros, would I be able to make that purchase through paypal with an attached (American) credit card?

If so, are there any fees involved?

I searched through the help articles, and all I was able to find information regarding converting currencies if one's paypal account has a balance.

Sorry if this is a bit obvious, rather new to paypal.
