Why did paypal Hold my received payment even though i'am already became established seller?

Reasons why you may have returned to the hold as per link above possibly are >>>

1. New seller.

2. Not sold for a while and returned to selling.

3. Dipped star ratings on ebay.

4. Recent buyer disputes.

5. Selling on a different email address or ebay i.d.

nothing like that actually i am selling from two years and there is a programme seller establishment i compeleted that for that prog paypal hold all my payment for two month and now i completed that prog

funds are still going in pending balance it takes 21 days once it goes to pending
