Paypal needs to confirm my identity, and now I'm limited, I need help on how to get back my account to normal. I can't send money. I've uploaded my government ID (PH), and my number. But my utility is billed not on my name but my grandfather's as I am still living with them. What should I do? I need to transfer funds.
