Do Paypal mobile app protocols differ country wise?

I have a specific problem. I have a paypal india account. Now in India we cannot receive personal payments through paypal. It has to come under the goods and services section. So when anyone uses the paypal site that's what they have to do to transfer money to my business account. But when someone uses the mobile app of Paypal from Uk he/she can transfer money easily without using any specific payment options, but if someone from the US uses the mobile app he/ she cannot transfer money to my business account. In fact in the app they can't find a goods and services option to pay me. Is that possible? Is it true that in the UK and the US the app differs in it's functions? So if i want to give a standardiesed instruction to my clients for the mobile app( all over the world) , what could that be?
