I have sent a payment to a person. My Paypal account shows 'completed', whilst his shows 'frozen'.
How can I resolve this quickly?

Sounds as if there is a problem with his paypal account and paypal have frozen his funds.
That is not your problem, you have paid and he needs to send your item.
If he does not then go to file a dispute via the resolution tab in your paypal account > put in what has happened and escalate the dispute to a claim.
