What worked for me, after consulting the customer service, was entering the bank account manually (not pasting it) - weird, but worked.

Same thing happens  to me  with the message  :  We were unable to process your bank account registration at this time. We apologise for the inconvenience. Please try again at a later date.

I am so desperated .Please  fix  it Paypal  you must know  how much this is important to us .
