Is it possible to temporarily suspend your own account, or to specifically block payments to another user? It's just I've already paid one installment of a disputed item and I don't want the other one to go through and I'm not sure if it will happen automatically and I don't want to take that chance.

When you say 'installments' do you mean as part of an installment plan (the payment would be marked as such) or as part of a subscription or recurring payment?
If it's a subscription or recurring payment you can cancel it by following the below steps (there's two different methods as currently a number of PayPal accounts are using an updated version of the profile):
- Go to www.paypal.co.uk and log in to your account.
- Click ‘Profile.’
- Click ‘My preapproved payments’ under ‘Financial Information.’ (Don’t see this step? Follow the alternative set of instructions below.)
- Select the merchant whose agreement you want to cancel and click ‘Cancel.’
- Click ‘Cancel Profile’ to confirm your request.
Or
- Go to www.paypal.co.uk and log in to your account.
- Click ‘Profile’ near the top of the page.
- Select ‘My money’.
- In the ‘My preapproved payments’ section, click ‘Update’.
- Select the merchant whose agreement you want to cancel and click ‘Cancel.’
- Click ‘Cancel Profile’ to confirm your request.
in regards your specific question though you can't limit your own account in the way you are describing.

Thanks so much for this info.
Now we have a way to NUKE the automatic payments used by ClickBank
and other rip-off con artists to milk their unsuspecting victims.
I only wish there was a way to sue them so as to take them right off the map!
