Does a new ebay member with a new paypal account have a £350 receiving limit?

Hi everyone and thanks in advance to anyone who can help with this tricky question.
I have won an ebay auction and bought a £700 item from a new-to-ebay seller with, obviously, no feedback and also a new paypal account. There is no way I am going to pay him by any means other than paypal. He says that paypal have set a receiving limit of £350 on his account because he is new. Trying to be helpful (and because I do want the item - they're quite rare) I have done some checking on his behalf but can only find reference to a £1700 limit. Is he telling the truth?

At PayPal we do not have a receiving limit of £700.00GBP. Our standard receiving limit is £1900.00GB. It may be that he only have £350.00GBP left in his receiving limit but if this is the case he should be verifying his account. I would recommend that you advise to contact us so we can advise how to resolve receiving limit.
