I have a question about an item not received case.  Is "attempted delivery", "redelivery scheduled" or "business closed" considered "proof of delivery"

Welcome to our Chat! Sorry to hear that you may be going through an item not received case. 😞

 

Proof of delivery is online tracking from a shipping company that shows the status of a package as "delivered." If an item is sold at $750 USD or more, then a signature upon receipt is also required to qualify for Seller Protection

Hi,

I've had a problem with a vendor in Germany not sending an item I ordered.  This is a long-standing order (something the vendor makes custom over a period of months or more than a year) where I have a purchase order from the vendor with a due date.  The vendor has missed the purchase order date twice (end of 2016, and April 30, 2017), and a revised purchase order with rescheduled due date is coming up at the end of Spetember 2017 which also appears will be missed.  I tried to get a refund earleir this summer, but vendor says she is unable to refund due to her financial status.  What options do I have to dispute this order with PayPal? 

 

The vendor orginally checked out as reliable according to reviews, and PayPal called after I sent the funds to verify the payment, also mentioning that the vendor's reputation was good.

Welcome to the Community and thank you for dropping in. I am so sorry to hear that this purchase isn't working out! Smiley Sad

I know this has to be frustrating and I sincerely apologize, but if it has been longer than 180 since the date of purchase it would be outside of our buyer protection eligibility. We can attempt to contact the merchant on your behalf, but we cannot force a refund at this point. 

 

If you would like to speak with us in person to see if there are any other options, please follow the help & contact at the bottom of the page. Again, I am truly sorry that we cannot do more.

Thanks.  Is there a dept within PayPal I should report this vendor to for warning others about doing business?

That is a great question. When you call or email, our dispute specialists will be the ones to receive it. They would be the best ones to report your experience with this seller too as well. Again, I am so sorry you experienced this.

Hi JuliaSea,

 

I'm sorry to hear that your payment is being declined. That may be the security system blocking the payment.

 

When a payment is attempted through the PayPal system, there are security filters that review all the factors involved. In some situations, a payment method, or even the entire payment, can be declined for the purposes of protecting any or all involved parties. Sometimes legitimate transactions are prevented. It is best not to retry the same transaction too many times, but allowing some time to pass and then trying again will allow the system to re-evaluate the transaction. If you have retried it already a couple of times, I recommend giving it at least 24 hours before trying again.
