HI @Czech11
Welcome to our Community Q&A session!
It really depends on what type of dispute has been raised. If the buyer is claiming they have not received the service, you will have to provide compelling evidence that you provided the service. If the buyer claims the standard or quality is not what was described or offered, they will need to provide the compelling evidence this is the case. As these cases are of a unique nature it is best to let PayPal decide the outcome, so escalating the dispute to a claim is the best option.
Thanks
Martin

Sri Lanka has limited PayPal to Send only.
What is the main reason for that?
What financial related rules does Sri Lanka lacks in order to have PayPal to enable both Send and Receive privileges?
Because there are a lot of online Entrepreneurs in Sri Lanka who needs PayPal.

Hi @Anjeyster ,
Welcome to our Community Q&Q session,
You are right currently, PayPal accounts in Sri Lanka are unable to use our services to receive payments. When we offer our service to a country, we need to ensure that we are compliant with both local and international laws before we can offer our full service.
Due to the challenges and complexities associated with the worldwide financial network, we cannot offer a firm date or timetable for expansion of specific services. We can promise you that we are working hard to enhance our service within the nations where we are offered.
Unfortunately, we cannot provide any details on this platform of any current progress to obtain this goal to offer our full services in your country.
Thanks
Martin
