I see that I not the only one over the weekend that has been a victim of shipping fraud to Russia.

I have contacted Paypal multiple times over this.  I called the day after I saw the charges and was given incorrect information.  I have 3 separate transactions that are not mine.

What is my next step.

I'm very sorry to hear about the unauthorized transactions to USPS and even more so that you were provided incorrect information. Smiley Sad

 

What you'll want to do is give us a call again (normally you could do this through your resolution center, but in this instance you wouldn't be able to do this properly), let the agent you're speaking with know that there's been unauthorized access in your PayPal account, and we'll file a case and get things looked at.  It takes us at most 10 days to investigate that case, and once we confirm the illicit activity, we'll get it taken care of for you.

 

Again, my apologies for the frustration, but the solution is just a phone call away.

Can someone help me with my chargeback dispute?

Short story is that I sold an item on eBay, over a week ago. After the sale, the company that makes the device announced that devices aren't getting updated to new software. Buyer issues a chargeback to reclaim their money, and they still have my device.

 

I've already submitted documentation for the dispute, screenshots, order confirmations, delivery confirmations, tracking numbers...but can someone check on the status of it for me? Am I any closer to getting my money back?

 

If the chargeback isn't reversed in my favor, what other options do I have, should Paypal decide I don't qualify for Seller Protection? Can I take this person to small claims court, even though they live across the country?

 

Any advice is welcome. I'm a victim of fraud and need some guidance.

Hi kingp, welcome to chat!

 

Regrettably we couldn't give you any specifics on your chargeback, but I can provide some general info about how they usually work.  One of the difficulties with chargebacks is that PayPal doesn't control the outcome, and there's a lot of time spent waiting on the credit card company to tell us what they've decided. 

 

When the chargeback comes in, we have about 30 days to respond, and that would be the point that we ask for your input (which it seems like you've already done quite well).  Our specialists will review the information and if we can dispute the chargeback with what you've provided, we'll do so. And then the waiting begins--typically it's about 75 to 80 days for the card company to get back to us with their decision.

 

So to answer your question, it's probably gonna be awhile before there's an outcome.  We will of course notify you via email when we take any action with the chargeback, and you can always give our customer service a call if you want specific details on where things stand.

To reply to your edited update (sneaky, sneaky by the way Smiley Happy), if the chargeback was found against you we would not have any further avenues through PayPal, and you would need to pursue it outside of PayPal; possibly in small claims court if you choose.  But that wouldn't be something we'd be able to advise you on, that would be up to you.

I'm sure you have been asked a million times, but what is this junk with the holds on my money? I haven't done anything but abide by Ebay and Paypal's rules and I'm being treated like I have done something wrong! I can't force my buyers to leave feedback, so what Paypal gets to collect interest off MY money until you decide to give it to me? Really ticked off about this!

Safety and security our top priorities for PayPal.  Like many security measures, I know delayed funds availability can be frustrating and inconvenient.  These funds are also stored in non-interest bearing bank accounts.  I recommend reading our tips post about this program here: Funds Availability Information

I'm all about safety and protection, but 21 days!!!! I am now out my merchandise and my money is being held because the person who bought it doesn't feel like leaving feedback! It is too long and wrong for Paypal to do that. I guess that explains why so many people are leaving this place. Thanks for nothing!!! Oh, Paypal sure makes sure they pull their fees out right off the bat. No 21 day hold for them!!

It sounds like you were not aware of this process before selling your item. Smiley Sad The fastest way to have funds released sooner than the 21 days is to provide a tracking number so that PayPal can confirm delivery of the item.  This is also an important step to ensure that you are protected as a seller with PayPal Seller Protection.

 

21 days is the time PayPal has seen that the risk for a dispute, claim, chargeback or bank reversal drops significantly.  Many internet merchant account providers may hold funds in reserve for 30-180 days in some cases.
