hello @ayoubmoustaid , when paypal detects that the credit card number already exists on paypal, security will block the addition to the Paypal service.
you can only contact paypal customer service, for a customer advisor to look, and unlock the addition.
adding, then removing, then attempting to add a credit card will do the same. it will be blocked on the paypal service.

by messaging from paypal, by phone, and also on Facebook and Twitter. you send a message (PayPal customer service is present on it)
on paypal:
- at the bottom of the Help And Contact page
then at the bottom of the page that opens "contact us" (on the right) and finally, still at the bottom right: "call us"
