Need Help Registering New Card on PayPal - Error Message

I hope this message finds you well. I'm reaching out to the community today because I'm facing an issue while trying to register my new card on PayPal, and I'm hoping someone might be able to offer some guidance.

When attempting to add my new card to my PayPal account, I consistently receive an error message that states, "You need to contact the card issuer bank to resolve this issue." I've checked all the information I've entered, and it seems to be correct. However, I'm unsure why I'm encountering this issue.

Has anyone else encountered a similar problem? If so, how did you go about resolving it? I'd greatly appreciate any insights or advice on how to proceed. Is this something that can be resolved on my end, or do I indeed need to contact my bank as the error message suggests?
