from paypal balance withdrawal to bank account

Hi,

it is already 4 days over. on last Saturday evening, i transfer paypal amount to my bank account. now tuesday, still it is showing status bending. may i know the status, who is holding the money now, paypal, rbi or my bank. according to indian regulation paypal needs to transfer palypal balance at everyday.
