my balance states zero but it also states I have 16 dollars. I can't transfer this to my bank
Aparently there is a glitch in the system that is affecting some accounts. I first reported it on mine a week ago, and still have no answers.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
