balance on hold for over two years

I have been a member for 14 years, no problems with money coming in or going out, perfect record. Over two years ago a payment of £31+ was made to me and put on hold, how do I get it released ? or how do I get to speak to someone rather than an automatic message telling me it will only stay on hold (pending) for 21 days !  I have tried everything to try and speak with a real living person, but paypal do not seem to have any. Can anyone on this community help, without telling me I must have done wrong or the person supplying the money must have done wrong. As stated over two years has now passed and I cannot get anywhere with paypal. No other banking system would hold £31+ for so long without an explanation.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top. Log in and get the code.
When you get through don't select any options just hang on till you get transfered to an agent OR just say the word 'Agent'".
In the UK its free from any landline phone.

OR have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
