Why is my transfer is pending security review?

I went to transfer funds from paypal to my card expecting to have funds transferred "instantly" and got a msg saying it was being held pending "security review" up to 24hours. I looked online and people say its usually done within 30mins. Its going on 12hrs now. Why the wait? I've used paypal for years but only used the app for less than a year. What is there for paypal to review?

In general, withdrawals can take up to 72 hours to complete as we may hold this transaction for further review. Usually, the maximum amount of time that the transfer might take is 72 hours. Once it shows as completed on your PayPal activity, you should be able to see the money in your bank account within a couple of hours.
