Sounds as if your payment is being blocked by the receiver, found this on ebay.

Maybe they don't accept payments from your country?

how can i find fraud management filters? i dont know where access tab for fraud management filters, can you send with screenshot?

Its not you that has set the fraud management filters its the person you are sending the money to.

 

They seem to have blocked a payment from you for whatever reason.
