If you're account goes into a negative balance - meaning PayPal paid the transaction for you, you would have to resolve the negative account balance - else, you won't be able to do anything with your account until you do.
If you have a credit card linked and confirmed, PayPal would then use it are normally credit cards are a backup funding source.
