I have a problem with the card that I am   useing for several years . Few mounths ago starts showing this message. I try to delete old account and made new, but is same.

When you receive this error message after trying to add a card, this is usually due to a decline on the card issuer's side. This can happen for a few different reasons, but to find out why, we would recommend contacting the bank who issued the card to you directly, and asking them to review this on their end. Once you have done this, please try adding the card again.

Dear all,

I was contact with my bank and they said that everything is in order. I also made new Visa card. Today i try to add, but there is message "This card is not accepted Please use a different card." I use Paypal 10 years and until now it was not problems.
