I have cleared cookies, tried using three different browsers but whenever I try to link my bank account I get the following message "

Sorry, an error occurred after you clicked the last link"

Please help, why are paypal holding my money, this cannot be legal, what steps can I take?

Please do you have the number I cannot locate it anywhere on Paypal?!!! Are they open at the moment, also?
