Pending Payment Status

I recently requested to withdraw monies from my paypal account into my bank account. this was on 26/04/13. and still no payment has gone into my account !! Called through into the customer services line and just got a machine talking to me.

Can anyone help and advise on this? as im holding up a buyer from ebay.
