Paypal Reviewing my withdrawal

So this is what happened. I got a money from a friend for a plane ticket and i tried to withdraw my money and its now pending because its in some kind of review. I dont know what is happening can someone explain me?

A withdrawal can pend for up to 72 hours if a security review is being done. Has this money reached you now?
