Payment Pending - Arrrgh

I recently withdrew money to my UK account. This was held for 24 hours as I had changed my account details. (Account and address details)

I called PayPal who confirmed this wouldn't happen again.

This is now the third time it has been 'Pending' for 24 hours. 

What's the deal here? I was promised it wouldn't happen after the first withdrawal was held.

It does state in the user agreement that the 2 hour transfer is not guaranteed.

It can take up to 72 hours to go into your bank account.
