PayPal fee for withdrawal to card

I am looking to withdraw some money to my card, but PayPal is asking for this withdrawal $2,5. Why? This fee is normal? I paid once the fee since when i've sold my items on eBay.

How about withdrawal to bank account? What is the difference? There is the same fee?

You can't withdraw funds to a card in the UK.

Its FREE to withdraw funds to a linked bank account in the UK.

You can't withdraw dollars to a UK bank account you have to convert them first.

So withdraw is free to bank account?
