Hi I have money in my PayPal balance available but I can't use it when I try can anyone help

Do you get an error message?

Do you have a back up card linked to your paypal account?

Is the balance in the same currency as the receiver accepts and its not international?

Are the funds in your paypal balance cleared or pending?

Hi my balance is available and I have a card linked to account I also try to send money to someone and it wouldn't let me
