Why are PayPal allowed to break the law on a daily basis?

I have never come across a more corrupt, deceitful and dishonest company in all my life.

They have ignored my formal complaints. 

They won't let me remove my bank account details. 

They won't let me remove my debit and credit card details.

They won' allow me to close my account.
