I can not see the option to withdraw my money on my card. When I click "withdraw money" it says I have to link my U.S. bank account. But I am not in the United States. I want to get the money on my card, I have done it before but now it must have been changed.

No, I spent all the money. Since I live in Estonia, there is now no option to withdraw money, I was able to do that before, but now I cant. So, I will just stop using PayPal.
