Generic error when transferring PayPal money to debit card or bank

I bank with USAA and this is my first attempt at moving money to it from PayPal. Every time I try, I get genericerror. It's gotten frustrating and I have talked to two PayPal representatives who have been unable to help.

Have you been able to add your U.S bank account to your UK paypal account?

Also you can't withdraw funds from a paypal account to a card in the UK.

Same problem this why is stopped using paypal and now I cant get my money out...smfh
