If your bank is only available for withdrawal it would mean that it has not been confirmed yet. You will find the steps to confirm it here https://www.paypal.com/gb/selfhelp/article/FAQ686 . When you added the bank we would send a direct debit agreement to your bank along with the code you need to confirm it.
If that direct debit was not accepted I would recommend removing the bank and adding it again to resend it.
