Add money.

I am currently unable to add money from my bank account to top up my PayPal account. An account is created, my bank account is confirmed, card is linked and email address is confirmed, But when I click the Add Money under my account balance I am instructed to go to my bank. I have never experienced this problem previously. Hope someone can help or advise. Thanks in advance for any assistance offered.
