"Add a payment method" while I already have linked my paypal to a bank

Dear sir/madam,

I recently registered a paypal account.

I add my bank to that and linked and confirmed successfully.

Now, when i want to pay online in some website, after entering my email and password. I hit to a webpage that says 

"Add a payment method"

while I already added that. please let me know how can i fix this!

It may be that in this case, the internal security system is preventing the transaction. This can happen occasionally with certain payments, but you may be able to complete this transaction if you try again later or if you use a different payment method such as a card or your PayPal balance.
