confirming card

Hi, i'm trying to confirm a card, i entered the code as it appeared in my bank statement, but the system wouldn't accept the code.

I then was not able to apply for a new code.

Please advise (I so wish there was a chat function for paypal!)

I also could get the number accepted. I found that I have two accounts with PayPal with different email addresses as user names. 

I am not sure how to go about 'merging the two accounts.
