Visa Debit Card unable to add

I checked the forum and found a lot of people with the same problem like me. But is there someone who found a solution for this problem?

The card is ok. there is no problem with my bank. card work for anything exepting adding in paypal. the german speaking client service told me

its a problem about my card but im shure its not true.
