Validation code for phone number

I'm trying to validate a new phone number but no validation code comes through. (Yes, I have input the correct phone number.) I tried this a month ago, and again today, and it still doesn't work. I emailed Paypal and all I got was a cut-and-paste of information from the website. Tried ringing them and couldn't get through the annoying menu, plus huge wait times. Very annoying. Has anyone else had this problem?
